Public areas in recent housing developments: actions to strengthen self-esteem and materialize belonging to the place through the Protagonism of residentes

Abstract
Destined to live for at least 10 years, in housing subsidized by the Federal Government, the lowest-income population, benefited by the Minha Casa Minha Vida Program, represented by more than one million families, are in different adaptation processes regarding to the new location. Several problems have already been listed by different academic areas regarding the model reproduced without much innovation since the time of BNH. The neoliberal strategy disguised as a social program is not new, which reinforces the process of socio-spatial segregation, placing the historically most disadvantaged strata of society, for the benefit of a small class of people who profit from their lives, making it an even greater challenge for be solved. Due to the problems, of different natures that vary from construction problems to problems of urban and social insertion, there were many complaints by the residents through the Ombudsman Portal, a channel created by Caixa Econômica Federal, the main financier of the projects. This same bank, through the Socio Ambiental Fund, created a strategy called Sustainable Integrated Development of the Territory (DIST) to alleviate the problems and seek the creation of identity and Protagonism of the residents supported on four pillars: income generation, territorial governance, management environmental and socio-cultural incentive. The locations identified as having the greatest problems in the country were selected. Execution in each location is done through bidding and contracting, and the strategy takes place in two years. Its first edition took place between the period 2013 to 2015 in different regions and in its second edition between the years 2016 and 2018. Campinas was considered twice by the DIST strategy, with Jardim Bassoli being the focus of the first, and due to the difficulties encountered, was contemplated again with the residential projects Sirius and Vila Abaeté. Through action research and other methodological instruments, in which the researcher accompanied the realization of DIST II in the three neighbourhoods covered, the present research aims to bring light to reflection on ways to deal with this new reality, in the search for paths that make the residents feel part of the place, in creating a sense of identity and belonging, and strengthening local Protagonism. The results of the work carried out and monitored regarding the construction and improvement of the neighbourhoods, the actions carried out in DIST II, through interviews with residents, field observation, document analysis, among other methodological instruments, were evaluated. Thus, it is intended to elucidate suggestions for the improvement of public policies regarding the post-occupation of social housing.
