Geo-management of Urban Migrants Communities: Assessing community inclusiveness, infrastructure management and sustainability issues. Lesson from Lagos Migrants Communities

Abstract
All over the world, people continue to move from a location to the other on daily basis. Ac-cording to UN Habitat, (2019) more than 1/7th of the world is in constant movement from one location to the other. These movements are influenced by the desire to seek better opportunities, the need for a less vulnerable environment and other forces of migration. Migration has been stated by literature to either be forceful or voluntary, which are as a result of some factors. According to literature, the history of migration of human has led to the trans-formation of the entire aspect of lands, continents, racial, ethnic, and linguistic composition of any society and hence birth the need to have a structured way to keep locational information of migrants from to time to time within a geographical setting. This paper is an ongoing research that identifies the challenges of emerging migrants’ communities in Lagos Nigeria. Data were collected on the housing characteristics, infrastructure pro-vision and maintenance, community approach to development and inclusion through the aid of I-forms. Detailed community participatory approach was adopted to seek the interest of the venerable group on the best approach to achieve sustainable development through inclusive planning. Data was collected from 1,200 respondents from two randomly selected mi-grants’ communities within Lagos Metropolis. The data was analysed through the aid of GIS and Remote Sensing tool to determine infrastructure deficit clusters, and have each housing attribute tied to their geographical location. The findings revealed a total neglect of the communities by the government as the infrastructure provision were beyond standard. Further results also revealed that resident’s inclusive approach has been the only source of infrastructure development despite the vulnerable nature of the communities to Flooding, Infrastructure deficit, lack of basic infrastructure. More than 68% of the populace within the two communities reported to be from outside Lagos and the high rent rare pushed them to get a housing within vulnerable communities. The communities identified government's inclusive approach to lower order plan preparation would further help in the development of the communities and also make the communities less vulnerable. It was recommended that government should do more to engage migrants communities and involve them in plan making and implementation.
